Not able to turn wifi ON WP8.1 on 925

I recently started to get this error every time I tried to turn on wifi.

Have you tried a soft reset? Maybe that would help.

I tried hard reset. How can I do a soft?

Press and hold the volume down and home buttons until you feel a vibration. You might have to check the date and time on your phone after it reboots, though. I did this on my 810 and my mother's 620 recently and both phones had the wrong date/time.

Still not able to turn on wifi, I keep getting the same error.

I did a phone reset and nothing seems to help.
