Can't find quiet hours settings. Where are they?

Using L620 W8.1 DP, for me there is no option like quite hours in settings... Can any one help???

Switch on location then press search physical button to open cortana. Now click on the icon on the top right side (cortana notebook icon). There you can find quite hours.

Cortana and Location services must to be ON. Then Quite Hours will be shown up on Settings Menu list.

I know she is not available in India. I am also from India. If you change everything to US you can use cortana.

Ya I read that.... But is there any problem in doing so??? Pls tell in detail... I have read that there will b problem with the store. And steps for changing everything to us, thanks!!
