Apps still running in background

I'm very confused about something. Apps that I have disallowed from running in the background, according to battery saver, are still running. Many of them, such as Facebook and even WPC, have full red bars. Battery saver is on but I also have it blocked from running in the background. Do I need to allow it run to stop the others, or is something else going on?

Evidently setting "Allow app to run in the background" to off only stops certain features.
If your getting notifications with Facebook or WPC they are still running.

I don't get any full bar on any app on the 925...

I did a soft reset, and now battery saver is showing those same apps doing very little running in the background. Weird.
