Stuttering while using Action Center

Try to slowly pull Action Center while looking at Live Tiles, Cortana or some other app that's animated.
Instead of smooth animation it seems like animation drops from 60fps to <30fps. Also, Action Center is stuttering too (not 60fps).
It is actually quite annoying and it is the same issue as on Android phones I've had before.

Phone: Lumia 920
OS: WP8.1, build 12397.895 (issue persistens since first DP release)

System is generally dropping performance to 30 fps, not just Action Center.

Example:
-> Go To App List and scroll it as fast as you can -> While list is scrolling slowly pull Action Center down. List scrolling stutters. However if you pause Action Center scrolling is fluid again.

Instead of App List insert *any* app or system element, it doesn't matter.

Anyone else noticed that?

Huh, I think I felt a noticeable degrading of performance in the first couple days of the developer preview.
Might have gotten a bit used to it, but it seems like it flies now.

But I don't have the stuttering you have on my 920, but my 920 has been hard reset before due to battery issues.
That could potentially be it

I tried that on L520, L1020 and L920, all three have latest 8.1 updates and all of them have that stuttering.

I think you also have that but you don't notice it :)

After every update I hard reset my phone so I always have a fresh start. That seems like software bug in WP8.1 generally.

I also noticed this. 8.1 on my 920 is simply not as smooth or responsive as it is on my 820. Animations and certain games seem to be playing at 30fps instead of 60fps like they do on the 820. I really hope the performance issues are fixed when Cyan comes out.

Actually,I have L820 and it didn't do that. I tried it and it didn't. Maybe it's a common problem in L920 idk. Hope you fix that soon :)
