Its supposed to come on when an app is requesting location data, but if "location" is turned off in settings I'm wondering if its an app still trying to request location data. Just because its turned off doesn't mean an app that needs it to properly operate isn't trying to request location data. Anyway, that's my theory. So the solution if this is true would be to disable those apps requesting location data. I'd just ignore it. Mine comes on a lot. Better yet, I wish there were a way to remove the top task/info bar altogether until I want to pull it down. Then we'd have cleaner looking screens.
