No. The issue only affects those who were using Bitlocker encryption on their DP 8.1 powered devices. But no matter if you do or not, Microsoft halted the rollout for those using the DP and will relaunch it after a fix is in place.

Yes, you must downgrade to get the update unless you are ready to wait for Microsoft to fix the Bitlocker bug and to resume the updates for DP phones.

Same like mine. Cant receive cyan update. At the same time cant restore back to previous gdr.
