Can I have help using the 8.1 Emulator?

Hey, I would really like to check out Windows Phone 8.1 and have seen people using an Emulator on Visual Studio... I know nothing about coding etc.

Could I get a step by step way to set up the 8.1 emulator on my PC to check out 8.1?

Just download the visual studio 2013 rc 2 update from here, Mobile and the run the windows phone 8.1 SDK, it works perfectly for me on my surface pro 2 but cortana most of the time shows error? And Can't download app from ever after signing in.

Apps cant be installed on the emulator by design. And Cortana does not really work for all of us on the emulator.
