That would be the phone update error I believe.
There's patch for the preview coming later this week.
Thursday the 24th is the rumored date from my understanding.

If you are trying to install windows phone 8.1 via developer preview you wont be able to install the update until April 24. There were some issues with the update and Microsoft is trying to fix them up.

The error which you are facing is because of slow internet connectivity. Try using internet connection above 1mbps. I myself faced this error. Try updating using wifi ( recommended) . I installed from the Preview for Developres Update 1 and 2 on my Lumia 1320. Update 3 is downloaded, but it cannot be installed. I always get the message "The update is downloaded, but it cannot be opened." Error code 801881d0, At last I have renewed the firmware with the Nokia Software Recovery Tool. No success. I still hope, that there will be a fix for this Problem from Microsoft.

I just bought a lumia 1520 which was still at 8.0.xxxx and went through the update process. I think it is now trying to grab 8.1 end stops @ 42% every time (error 801881d0, cannot be downloaded).

Restarts and trying other connections didn't work so far...
Any idea? (german Country variant, so Lumia Cyan + 8.1.1 is available for everyone even without dev preview (which I have not installed)).

I don't have developer preview. I downloaded 8.0.10532.166 for lumia 928 and now it gives that error when checking for windows 8.1 from Verizon.

the only way I got updates to work, was not because of internet speed, but did a factory reset instead
