Read text messages out loud

My nokia 925 is my second windows phone. Have updated to cyan. In the past I was able to have the phone verbally announce text message and asked if wanted to read it or ignore. Can no longer do that. MS says turn on speech. Have done so. No help. They also refer to speech recognition which I can not find anywhere.

What am I missing?

Hope you have navigated to Settings--> Speech and selected "Always On" for "read aloud incoming text messages" field. If yes, you should also check the option that says - Allow Speech above lock. I guess, your phone was locked when a text message arrived and being that option unchecked, narrator could not read it aloud!

Allow above lock is turned on. Phone does its beep sound for message and then does not say a word.
