How do I group tiles together to make a folder?

Im doing as the instruction site says:

drag a tile over another to create one,but it doesnt.The tile im hovering over still moves to the side.

Do I have to enable something in settings?

You require the Windows Phone 8.1 Update (AKA GDR1, Update 1, 8.1.1) which requires enrollment in the Preview for Developers program since its not available currently through normal channels.

If you indeed have it, then you may need to monkey with it a bit trying to follow the instructions, they can be a bit "slippery"

Sometimes I find it a bit tricky if the folder or the app you are trying to drag onto are the small tile size. If you have trouble in that case it may be worth temporarily making it bigger.

Hello, i have a NL520 with all updates(8.1). I think this "tile thing" is work with two tiles on a row homescreen not with 3 ( medium size )......
Is that wright ???

No, I have the extra row of tiles and making folders works just fine for me.
