Can I install WP8.1 on any Windows phone?

I'm thinking about switching to the Windows phone but I want to make sure the phone has 8.1 with Cortana. Can I install 8.1 if I buy a phone with 8.0? If not, is there a place I can go to see all 8.1 compatible phones?

I will be using Page Plus (Verizon network).

Practically any 8.0 phone.

However, some Samsung and perhaps HTC phones have had issues handling 8.1 for whatever reason. (i'm thinking of camera and stuff with the ATIV S Neo)

Any phone running WP8.0 is 8.1 compatible. However, not all carriers and/or OEMs have officially pushed out the update for all updates, so you may have to use Preview for Developers to circumvent this block and download 8.1.

wpcentral.com/windows-phone-81-tracker (hit 'Expand' to show list of phones)... 8.1 is compatible with all 8.0 devices, but availability time is up to the carrier, not OEM(Nokia, HTC, etc), of the each phone model. Cortana is region specific and currently only available in certain regions. Beta in US, Alpha in UK and China.
