Compare with phones powered by Android, i think the phones powered by WP with the same hardware actually perform better, and that's what some developing countries need, like China, etc. Do you think WP is more suitable for low-price phones?

I would say so considering the price performance ratio.

    Yes.
The inter-device, inter-platform user experience Microsoft is aiming for (in Windows 10*) is suitable both for lower-end and higher-end devices. This means that a person who owns a high-end Windows Phone can always use a lower-end Windows Phone without having to remember specific menu setting orders, unlocking methods, etc. thanks to the harmonized user experience. The same is true for someone who has a low-end WP and then decides to "upgrade" to a higher-end WP.

*- Well we're already seeing that in Windows Phone 8 and 8.1 (even in 7, 7.5, 7.8) - anyone who uses an L520 can also use an L1520 with no confusion.

If you are talking about the OS, then no, I don't think it is more suitable for low cost phones. The implication would be it is less suitable for flagships, and that isn't true. It has all the features that make a flagship what it is, great camera, additional sensors, performance (which surprisingly doesn't vary that much). It's the same OS regardless of what you put it on. Is putting it on low end phones more lucrative for OEMs? That's probably true. You get all the benefits of a high end OS, with the low cost. Unfortunately you give up stuff too, RAM, Memory, camera, screen resolution, wireless charging... That's all hardware though, it's the same OS.

Let's not duplicate thread topics. If you want to discuss low-end vs high-end devices on WP and MS strategy please use this topic: http://forums.windowscentral.com/upc...d-devices.html
