Why can't I make an In-app purchase?

Can't make In-app purchase

I'm trying to get the All Tile pack in the custom tile maker app, but i keep getting an error message saying that it couldn't to the store. Anyone else have this problem? I have a lumia 920 with 8.1.

Not sure if this is what you're talking about,but If your trying to purchase an app in the store using your mobile phone credit or bill.you need to have your mobile data turned on. I had that issue before
