    I see only 29 of the advertised 32 GB of the Lumia 1520. Any idea if the 3 GB missing are system reserved, or the disc size is the strange 29 GB?

    thats fine, reserved for the OS so to speak, its always the case, isnt it, that storage is actually less, for the formatting/filesystem overhead, and/or installed OS itself.

    Storage manufacturers define a gigabyte as one billion bytes.

    Operating systems define a gigabyte as 230 or 1073741824 bytes.

    The difference you see between the phone advertised with 32GB and the OS saying 29GB is "rounding error"

    It gets worse the bigger the storage device. Plug in a 4TB drive and see how big your OS thinks it is.
