Hardware touch buttons simply means they're capacitive buttons. On-screen are virtual buttons, and the ones from Samsung are hardware physical (or tactile) keys.

Until recently Microsoft mandated physical capacitive buttons for any Windows Phone... A recent policy change allowed software buttons to duplicate the functions, but there is still a mandatory look and action required to maintain UX across all devices from all OEMs.
