Which service is the Voice to text?

I am using a Icon running Denim. When I reply to a txt with voice to type feature.....what service is connecting to do this? I thought it was cortana but then I have cortana off all the time. On my microsoft band I can not reply to txt with voice typing unless cortana is turned on..on my phone.

Does the voice to typing on my phones text message reply use a wifi or cellular service to do this? Sometimes I cant instantly use the voice to type feature and it says "Cannot connect to this service now" or something close to that.

Thanks for any help understanding voice to type works on windows mobile. I am coming from the android end and it was like a non issue in so many apps and functions on that phone.

The dictation feature of text messages is some oddly unique feature to the messaging no-longer-a-hub.

It connects to some MS backend, I dont know for sure. Maybe MS TellMe.
It does it over whatever internet connection it has.
