First....Where did you get the phone, and is it Unlocked??????

Second I went to the Microsoft Store looked at specs ( as I am a Wind user also), the 1700 Mhz band is missing, but the 2100 Mhz is there.
Any phone you use on Wind must have the 2 Frequencies to work properly.

You may yet be able to connect, but may not have full speed service.........

Over on GSM I also noted this.......
