In Windows Phone 8.1, .xap file not installed directly?

In windows phone 8.1 .xap file not installed directly

I have developed one simple game by using phonegap for windows phone 8.1.

But when I create .xap file of windows build and try to install .xap from SD card it comes error "Can't install company app There's a problem with this company app. Contact your company's support person for help". So please provide me better solution if I have .xap file then installed manually in different windows phone just like .apk for android.

There's should be a Developer Option in Settings to activate
