i cant seem to create a microsoft account and also acess the store

And my location is Africa Nigeria to precise and I cant open my videos as well
When I try to open a Microsoft account I always get this error code "c00cee4f"

Support for Windows Phone 8.1 ended on July 11, 2017.
After December 16, 2019, the Store in Windows Phone 8.1 will no longer be available for downloading new apps or reinstalling previously downloaded apps. Users who reset or reimage their phones will not be able to recover previously downloaded apps after this date.
Included in this users will not be able to add a MS account following a reset ..
If you have an eligible phone you can update tp WP 10.

I don't use windows phone anymore, but I also have problems with sign in in windows store, but on my laptop. It is always showing wrong password, I tried to reset it, put the same password, then it has showed me that I can't use it, because I used it before!
I tried to put another one, changed, it didn't worked as well, always showing i in confirm password, that t is not same as up written.
