It seems highly unlikely that the project will come to WP8 in that form. It would either be highly restricted (you select from a predetermined list of commands) or dumbed down and integrated (toggle WiFi when in this neighbourhood, etc).

Out of curiosity why do you feel that way? I can see them building a much nicer UI to it in WP8, but why do you assume it will be crippled? The concept is an amazing one (though not really new). My assumption is that the Android version will allow a preaxisting library of on{x} recipes to be available for WP8. To some degree it's location based rules can cut some of the need for NFC (though on{x} recipes can use NFC as a trigger). Instead of swiping by an NFC tag you can:
  • Turn of the phone ringer when you enter your office
  • Turn on Bluetooth when you leave the office (or home)
  • Turn on/off wifi when leaving/entering home/office
  • Auto reply to a text from certain people when driving that you are driving (on{x} senses walking/driving/stationary)
  • Gesture based actions (do something when flip the phone or nudge it)
  • Remind me to do something when I get within x distance of location y
