The name of the black accent color is "cobalt." The cobalt theme was, I think, first seen in a video of the HTC 8s. Naturally everyone said black. I saw a video today of the lumia 820 with this same theme but the accent color was called "cobalt."

It is the high constrast mode with white background. That's all there is too it. The theme color doesn't matter with that option, so most probably cobalt was the theme used before activating the mode.
FYI If you choose high contrast mode with black background then the tiles are also black but with a thin white border.

It's great that they've approached it with a high contrast mode. If only High Contract with black background changed the tiles to white though :(

Black edges on a white background works, but I HATE the white background. The first thing I do when I get a WP is change the default background to black.
