Syncing purchased apps between windows devices

I want to sync apps between devices, but using a secondary account, because my dad owns a surface RT, and I have a Lumia 920. We have another shared email. It's possible to purchase with that account on the surface, but how do I enable the same account for purchases in the WP8. In the wallet app, there is only an option of adding a card, and it doesn't show existing accounts.

I think you can link live IDs at account.live.com (or maybe account.microsoft.com, can't remember). But I don't know if this let's you share apps though. If not then the only workaround is using a common live ID.
