Trouble with Microsoft account

I have the Lumia 822, and I've just gotten a replacement after having problems with my first one. I'm now trying to sign into my Microsoft account on the new phone, and it won't let me. I keep getting an "activation failed" error message. Is this because the account is already tied to the old phone? Does anyone know how I might go about fixing this, whatever the problem may be? Any help would be appreciated.

I have the same problem with my Lumia 920, but after I insert my SIM card then ok.

I also get an error code of FFFFFE70.
