Are you upgrading from WP7 to WP8? If from WP8 to WP8, when you activate your new phone using exact same logon, everything will restore for you.

Just go to Settings>Backup and make sure everything's good to go in there.

Once you get your replacement, yes, everything should restore for you if you use the same login. You'll have to rebuild your start screen, though.
