AT&T Lumia 520s can only get updates if AT&T approves it. Does that answer your question? I'm not sure what you mean by bundling.

He probably means the AT&T branding in the firmware (logo on startup, automatically installed apps).
You may be able to delete the apps after you flash the phone, but not remove the logo. You will need a different rom. To my knowledge only AT&T firmware is available with GDR2 via Nokia Care Suite. Just wait until the end of this month.
