Should Hard Reset Remove GDR Updates?

I just did a hard reset expecting to have to reinstall all the GDR updates that I had installed since purchasing my phone. But to my surprise, the GDR updates remained post-reset. (I'm basing that on the fact that GDR2 features like datasense and fm radio still existed post-reset). Is this behavior expected?

The whole reason for me doing the hard reset was an attempt to fix a problem that appears to be OS related. But if the hard reset doesn't actually reinstall/reset the operating system, then I wouldn't expect an operating system problem to ever be fixed by a hard reset...

This is expected behavior. A hard reset does not downgrade the OS; it's equivalent to doing to a clean install of the version you most recently upgraded to. Depending on what phone you have, you may be able to flash an older version if you have a specific reason for doing so.
