if we did not get GDR2 are we guaranty GDR3

I read somewhere that if we were not
updated with gdr2 then we were entitled to get GDR3
I read that Microsoft under the licencing agreement to
manufactures they were not allowed to skip more than
one update
is there a link to the article if anyone knows

Well that's true I guess. They can't really skip more than 1 updates.
Although if you are having a Nokia Lumia then you could check about the update status.

Although T-mobile Lumia 810 users aren't getting the Black Update. I hope this would not get true.
