Can't buy Gears of War Ultimate Edition for Windows 10

My PC Specs are GeForce GTX 950
i5-4460 core
CPU 3.20GHz
8 gig ram
Windows 10 Home
355.69 Driver version
1920x1080 60hz
But it does not let me even purchase the game. What do I have to do. Or your telling me I have to buy a more powerful PC Windows 10? I really want to play Killer Instinct which is why I got a Windows 10 but can't even play your games.
