What exactly is Nokia xpress?

It's an alternative web browser. On WP7 the browser reports that it is based on the same rendering engine as Firefox, although it seems earlier versions (possibly under Symbian?) were based on WebKit.

It has one main feature, namely data compression. It achieves this by sending each request for a web page to a Nokia server. Nokia will request that page for you, compress it and return the compressed data back to your device where it is decompressed. The point of it all is to reduce the amount of data being sent back and forth, so you don't max out your data plan as quickly, and also improve loading speed as your device can receive less data to display the same web page. How well this works depends largely on the types of web sites you visit (lots of text works best).

For anyone using WP8 on Verizon this is likely a waste of time, because the datasense feature does the same.
