Does Live Tiles update only when data connection / WiFi is ON?

This is making me mad.The main problem I'm having is that the live tiles dont update when I dont have internet connection. I've tried Battery Sense, Battery Status and Zapi Battery apps. All those apps struck at the same percentage of battery until I switch on Wifi. Once I switch on the Wifi the tile gets updated every half an hour. Am I missing something or It's the basic functionality? Someone please help.

Only those apps that require you to use data in order to update their live tile, will need it. The battery apps shouldn't need data connection or WiFi to update live tiles unless they are feeding usage or saving your usage on your Skydrive etc.

No I'm not saving anything on skydrive or the apps doesn't need data connections. But I don't know whats wrong.
