    Its if for example you purchase an unlocked international Windows Phone and you want to use it for example on T-Mobile. The international version most likely will not have T-Mobile APN (APNs are needed for MMS/Internet/3G/LTE) You will need to apply certain APNs for it. (e.g you visit your friends house and you have never gone there before. If you want to use his Wi-Fi you will need the password. After you enter the password and save it, u can use it everytime you go there.) APNs are sort of the gateway to accessing the Internet through your phone. If you only use Wi-Fi this is not needed. Different carriers use different APNs which is why if you go overseas and use a different SIM (if ur phone is unlocked), you need to apply those APNs for the carrier you are using. That's where this app comes in handy.
