Cant flash to Amber Lumia 920

Hello everyone i have been trying to manually update to amber from my pc and everytime i start flashing my phone it says waiting for phone to respond and fails and gives this eror code 0x80131500 i couldnt find any solution for that and i am using nokia software updater 3.0.8 and i tried nokia care suite they both failed. And i know that amber is released for my phone but when i go in settings check for updates it says your phone is upto date and it isnt
