Clearly a battery cannot get 'more energy', that would be a neat trick :)
With batteries that have bad cells, if you put a heavy load on them the voltage falls and can give a low battery indication (if a voltage detection circuit is used). When the load is removed, the voltage can recover. Given my experience of hot 920's, that indicates the phone can put a heavy load on the battery at times (causing a low reading), which after a reboot typically fixes itself when the phone then sips power (which could cause a higher reading).
Could equally be a faulty battery gas gauge IC on some units. It's unlikely to be 'just another bug in this OS' because then everyone's phone would do it. And most don't...
