sliding the start screen problem. bug?

hi friends! when they released amber update for my country, i downloaded and now i use 620 with amber. i found a problem with start screen when i slide the start screen downward (moving my finger upward on the screen). if i slide start screen downward and touch the windows sign, start screen returns top of the tiles. it is normal, but, when it returns top of the tiles if i want to force the start screen move upwards (downward with finger on the screen) it is trembling. as if flashing. it is a bug or defect ? have you problem like this?
1. slide the start screen downward 2. touch the windows sign on the phone 3. force the start screen slide upward.

It has always, always happened for me, since way before amber
