Is it safe to buy locked lumia at&t 920 from eBay...i am from India....will i be able to get the unlock codes from at&t?

i can not say safe.
I preferd than you buy a unlock one. Those unlock codes are expensives.
I buy a Nokia Lumia 822 on Verizon. It comes with GSM unlock by manufacturer because is a world phone. All Nokia Lumia 822 are GSM unlock. Try it! It is almost the same. It has NFC and you can buy a shell back cover for wireless charging.

that's correct. u cannot save money buying a locked phone.
if u buy, and get it unlocked by codes, cost will be nearby the prices in India. say, u will save around 15-20 %. but warranty is lost.
so just to save around Rs. 4000, its not advisable.
u may get 920 in India online, or in the stock with some dealers.
