Help! Reset my Lumia 520 and now it's stuck in an endless cycle of failed restarts

Any one has any idea about this. First the 8.1 update kept failing and I decided to do a hard reset. Now the device fails to boot up. Starts with the Nokia logo at startup then the rotating gears and an equivalent of the blue screen of death emoji.

Thanks Laura will try it. This is the second Lumia 520 that has run into this reset problem. The problem is that I live in Japan and there's no Nokia support here.
