Sending Text Messages

When trying to send text messages on 8.1 I get message back cannt send with no error messages.
Has anyone experienced this /

How is your signal strength in the area where you are in while sending the SMS?

Does this happen with all SMS or only ones sent to certain people?

What carrier do you have? Do your friends have the same carrier or different carriers?

Carrier is ATT , it only happens when a news article gets shared by SMS . Isn't social sharing broken in 8.1 , signal strength is full bars
