I personally wouldn't buy a low end Windows Phone because I think WP goes very well with high end systems. However, not everyone can afford a 1520 or 930, so if they still want WP they will probably get the 530.
I used to think that the 520 won't sell much because of the specs compared to the other higher phone models, but look at it now. A lot of people use it. This could happen with the 530 as well.
Its all about where you live and how phones are sold in your region. In Europe / North America (also S. America?) most people buy a carrier subsidised phone for $200 / €200 / ?150 and don't mind being locked into a contract for around 2 years. These are the markets where flagships thrive.
In the ME and South Asia people buy phones off contract, and a flagship at $800 / €700 / ?500 wouldn't fit most budgets - and the reason the 520 was such a runaway hit was because countries like these have a huge market that many people in the west seem unable to comprehend.
You're right that the same will probably happen to the 530 as well, but I don't see too many people thrilled about it in the US or UK.
