NO downgraded to 8.0, then installed 8.1 / Cyan a few days ago.
... this is an unlocked variant, perhaps if you changed the country (your location) - you may find the correct ROM.

Country on the phone? This is an AT&T phone so it should be happy with US.

Tried Canada, UK and back to the US. same thing. I did get the NRU to try that but same thing. Though you can do an offline install. Is there anyway to get the Win8 package and try the offline install?

Same exact error here - I'm using an AT&T branded RM-940 though. It fails with the same screen shot as above.

Tried that, put in model and product code and it found nothing. 059T1K8 does not seem to exist as a product code but that's what the phone is, it is even stamped on the SD card slot.
No idea what's going on

don't use software recovery because you are not recovering a phone you are changing the ROM
Do this [Tutorial] Unbrand (flash) Nokia Windows Pho… | Windows Phone 8 | XDA Forum
Download and install if you don't have this software Nokia Care Suite 5.3.112.1425.
Download and install Data Package Manager 4.2 (2013.7.5).
Download UserGroupsConfiguration.
all instructions are in the link

Only AT&T I can find is rm-940. I have a white phone so downloading that rom and will try that and see if it works.

the color really doesn't matter i think thats a throw back from when nokia did themes for the color of the phone.

it reboots then gives me the sad face on the screen when I try to flash it, I can only assume that the Dev preview did something weird to the phone. Getting a 938 rom and trying that see what happens, otherwise I guess I will have to wait until MS fix the Dev issue.

got it to downgrade using a stock Americas white 938 rom, now need to see if it will upgrade LOL

The AT&T version is RM-940, RM-938 is the US / Canada unlocked version, not an AT&T phone. Who sold you that, claiming it's an AT&T phone ?
So, you're downgraded - has the Lumia Cyan update been released for your phone, it's not AT&T.
Does your phone have QI wireless charging ?
without the 3 contacts about an inch from the bottom, on the back ?
with 32Gb storage, onboard ?

That's strange, the 938 is the fabled 1520.3 unicorn. It's an unlocked variant that works on att lte and has qi charging. If that's what you have you're not getting cyan from att. Good luck.
