Upgrade without carrier ?

Hi, I purchased the 1520, my first smart phone, I love it. Since it's new I don't have a carrier. Can I upgrade to 8.1 without a carrier ? As well is there any other updates that I may, or may not be aware of ?

Microsoft needs to market Windows Phone, I've always said my first smart phone will be a Windows Phone, I'll remain loyal to Windows Phone, great platform.

What ROM do you have? If you have a device sold in a wide geographic area, not by a specific carrier, you'll get your upgrade when it is available in your country and region.
