Flash other region ROM

Hello,
I have looked through the forum, and don't find an answer for this, or I am just old and missed it.
So I apologize in advance if the answer already exists, nobody's perfect.
I have a China variant of the 1520 RM-939.
I want to flash the LATAM version, RM-938.
I read a lot of posts that said it is not possible.
But, what if I had a developer account and could unlock it, would that enable me to flash a different regions ROM?
If so, does anyone know if the hardware in the phone will support the new LTE bands in the LATAM rom?

not sure about flashing to RM938, but many people flash between RM 939 Unicom and RM 937 Hong Kong or RM 937 Vietnam. I saw it on many Chinese forums (some even have guides), and they report that their phones are all working fine. Many people choose the Vietnam ROM because it supports static IP.
