820 driving me nuts-stuttering screen problem

Hello People long time android user first time windows

Basically since I updated to 8.1 the phone screen is unresponsive when I scroll it wll stutter but if I turn off the screen and back on it goes away for a bit but always comes back.Symptoms would be a stuttering screen where it tries to move but stops or sometimes if flick up from the lock screen it will stutter and might have to flick few times to get it to open or if I am tryng to scroll down the apps it will stop scrolling and i got to power off/on screen tried resetting phone but t always comes back

Yes always update to new os with clean install.you would have no problems.

is it the original digitizer? Mine does that but that's because I cracked mine and replaced it with a cheap one
