I bought AT&T Nokia Lumia 1520; I am with Rogers Canada.
I have a developer account and I unlocked it using that but when I put SIM it's asking for unlock code.

Developer unlock doesn't unlock device?

You'll have to request an unlock directly from AT&T to use the phone on any other network other than AT&T.

The developer account isn't used for unlocking.

You may have difficulty getting AT&T to unlock the phone.
I'd try e-mailing their support department and explaining your situation.
They might give you an unlock for use out of the country on Rogers.
