Your 1020 can get Cortana now, just by changing your phone region to United States, under Settings > region. After changing the region, the phone needs to be restarted... afterwards you will see Cortana listed as one of your apps.

But if you're asking when Cortana will be available in the Indian region (without having to change regions) with Indian accent, that is a question only a few privileged personnel in Microsoft can answer.

You wil get it eventually when Update 1 drops officially.

You can get it now with the free Preview for Developers program.

And of course you can change your region like already suggested.
