If you're referring to the MMS service through your cellular service provider, you may need to have your cellular service provider activate this for your account first. At the very least, you need to check with them that this service is available.
If you're referring to other messaging apps (Messenger, Line, WhatsApp, Viber, WeChat, etc...), check that you have a stable internet connection.
You may also want to create a Windows Central account so you would be able to track responses to query easily.
