Question about App Background

I am so confused with the app background in battery saver like if there's one app that it is 'allowed', what does it mean? I thought in the first place like for example the Store app that if it is 'not allowed', I will not get notifications or toast anymore? But I still get them which is to update apps. Can someone explain to me the purpose of it please? :)

Push notifications are server side and they are pushed to your phone when there is an update.

Allowing an app to run in the background allows it to do phone side tasks at set intervals. I believe the shortest interval is every 30 min.
