Regarding your query.. WP encrypts the app installed on SD card.. Which prevents it to reused on any other phone (thus preventing piracy) or same phone post reset. There is some kind of decryption key that is generated which makes it usable on phone.
You got a couple of things wrong there.
I wasn't able to find exact information but there would have to be some information on the phone storage for the app otherwise you wouldn't be able to use it. All apps requires ties with the OS. The SD card is simply storage, nothing else.
I have an Android phone. About 60 to 70% of the app moves to SD card when you chose to do it.
Also, the SD card is not encrypted by default on WP. It requires the app developer to encrypt the app and any information it uses.
The SD card is one of the biggest vulnerabilities of WP and why MS wasn't keen on them to begin with.
