Is There Any Way To Manually Block Calls?

i have a nokia lumia 520 (at&t gophone) with the cyan update. im familiar with blocking calls from call history (holding, tapping block number, confirming).

but i have one number that i cant block, and by any measure would be considered harrassment at this point. i get at least five voicemails a day from this number and the problem is it doesnt even show up in call history, they go straight to voicemail. so every day ive got a handful of voicemails and no way to block the number (when i try to block from the list of voicemail it only gives the option to delete).

is there any way to manually block a number, somewhere i can just enter the number to be blocked? im fed up with dealing with this every single day. im open to an app that will get this done. any help would be greatly appreciated, thanks.

yes, thats what i use but as i said, with this particular number the option to block caller doesnt come up
