Hmm, mobile data and WiFi connections are two different things. For Mobile data, check with Globe Telecom if your SIM is eligible for it, especially because using mobile data that is not incorporated into your account can lead to serious data charges - especially if you're Postpaid. Once that's settled, go to your phone settings > cellular+SIM > enable "Data connection".
As for WiFi, you should be able to connect to any WiFi router and connect to the internet, even if you don't have a data-capable SIM - just make sure that you can access the WiFi router (i.e. you know the password to the router (if any) and that there actually is an internet connection through the router).
If you really can't access the Internet through both WiFi and mobile data, then simply try restarting your phone before re-attempting to re-connect.
