Why can't I add an email account to Outlook Mail?

My wife's Lumia 640 running Windows 10 Mobile has Outlook Mail pre-installed which I was able to add her Microsoft email account to no problem. When I tried to add a second account (Gmail) in the Outlook email app itself it does nothing - literally nothing. I press the "ADD ACCOUNT" link in the Accounts tab and I could literally press it all day - nothing happens. I've tried to find some way to uninstall and reinstall the outlook mail app but apparently this is not possible. I'd like to sort this out for her without going through another reset if possible.

Check if date/time and region are correct, soft reset the phone, go to settings > email+acc > add a account

In worst case, perform a hard reset on your phone, then try again. Seems like something got a bit screwy down the road ...
